The Basis of measurement determines whether the quantity counts as mass (kg) or volume (litres) – it depends on the type of dangerous goods (ADR 1.1.3.6.2), not on free choice.
What is the 1000-point rule?
ADR 1.1.3.6 provides for a partial exemption if the quantity of dangerous goods carried per transport unit does not exceed a threshold. Each transport category has a Factor; the quantity is multiplied by the factor and summed across all items. If the total remains ≤ 1000, reduced requirements apply (e.g. no full transport document obligations, no vehicle marking required).

Which quantity counts? Basis of measurement per 1.1.3.6.2
The “quantity” is not a freely selectable unit but is prescribed by the type of dangerous goods. That is why you choose the appropriate basis of measurement for each item in the calculator – mass (kg), volume (litres) or, for articles, the gross mass.

In the sum formula, mass and volume are added as dimensionless points after multiplication by the factor – what matters is the correct basis of measurement for each type of goods.
